A statement Issued by the Professionalism and Players' Conditions Committee

With reference to the inquiries received by the Professionalism and Players' Conditions Committee to advise whether the Saudi passport document allows a player to be registered as a Saudi professional player with the Saudi Arabian Football Federation; and as per public interest requirements and due to the issuance of the Appeals Committee's resolution on the case filed by Al-Nasr against Al Wehda, the Committee states the following:

  1. Article (Three) of the Professionalism and Players' Conditions Regulations stipulates that the Regulations shall be the main reference in all matters relating to the conditions of professional players and their eligibility to participate in the competitions organized by the Saudi Arabian Football Federation; and
  2. The letter of the General Authority for Sport, numbered (2364), dated 21/5/1439 AH, included the approval of the General Authority for Sport to the registration of players who do not have a national ID and carry a Saudi passport, on the sports system as Saudi professional players, and they were entered into the computer of the General Authority for Sport and were issued cards (a player card) as Saudi professional players.

Therefore, the Committee wishes to emphasize the following:

First: As regards professional players who do not have a national ID and carry a Saudi passport, they have been registered as Saudi professional players at the request of their clubs and in accordance with the registration requirements contained in Article (Twenty-Eight) of the Professionalism and Players' Conditions and Transfer Regulations following the issuance of the approval of the General Authority for Sport to this action. Therefore, all laws, regulations, circulars and resolutions applicable to Saudi professional players registered with a national ID apply to Saudi professional players registered with a Saudi passport. However, the clubs may choose to register a player holding a Saudi passport either as a Saudi professional player or as a professional player born in Saudi Arabia.

Second: As regards professional players born in Saudi Arabia who hold a Saudi birth certificate and do not have a national ID or a Saudi passport, they have been registered as professional players born in Saudi Arabia at the request of their clubs with the foreign passport or residence permit and according to the controls and conditions for registration of professional players born in Saudi Arabia as contained in the Saudi Arabian Football Federation's Circular No. (7113) dated 16/9/1439 AH.

In light of the above, notifications has been made.
